Department of Agriculture and Food

The aim of the Trade and Exports Division of the Department is to develop an internationally competitive agri-food sector and to support and facilitate trade in agriculture and food products. It is committed to achieve the objectives of the Common Agricultural Policy (CAP) and its Reforms.

The Department publishes Export Refund Rates for products such as Beef & Veal, Milk and Milk Products, Pig meat etc.The forestry service of the department provides phytosanitary certification for goods/packaging in wooden crates/pallets for exporters as required by country of import as a means of regulating wood packaging in international trade.

Guidelines for regulating wood packaging in international trade "New International Standard for Phytosanitary Measures (ISPM) No. 15)"are available from the Plant Trade Section of the Department.

The Department has a wide range of roles and functions in the areas of maritime transport, public safety, environmental protection and coastal zone. The minister exercises powers conferred on him by the European Commission and makes regulations with regard to carriage of dangerous goods at sea. This is aimed at preventing pollution of waters and ensuring safety.

The Marine Division of the Department posts Marine Notices to all ship-owners (including domestic areas), masters, officers, ships agents and port authorities regarding the ISPS Code and the International Maritime Dangerous Goods Code (IMDG) Code.

International Maritime Dangerous Goods Code (IMDG) lays down basic principles and contains detailed recommendations for individual substances material and articles, as well as a number of recommendations for good operational practice including advice on terminology, packing, labelling, stowage, segregation and handling and emergency response action.

The Department’s mission is to work for Government and the people to equitably grow Ireland's competitiveness and quality employment.

Competitiveness and International Affairs Division of the Department has a Market Access Unit which is made up of the following sections:

EU Common Commercial Policy; responsible for the identification, formulation and development of Ireland's international trade policies. The Section promotes Ireland's trade interests at European Union (EU) trade policy negotiations, and actively participates at the World Trade Organisation (WTO).

Licensing Section - Import Licensing; is responsible for issuing licences to importers in respect of goods subject to EU import restrictions such as quantitative restrictions or surveillance measures.

Licensing Section - Export Licensing; responsible for managing controls on exports of dual-use items, military items and items destined for countries to which trade sanctions apply.

Single Market Unit- The Single Market Unit; coordinates Ireland's overall approach to the EU Internal Market and pursues problems encountered by Irish companies and citizens in exercising their rights under Single Market rules.

The Mission of the Department of Foreign Affairs is to advance Ireland's interests and values in the European Union and in the wider world, to promote Ireland's contribution to international peace, security and development, to protect its citizens abroad and to pursue reconciliation and partnership on the island of Ireland.

The Department of Foreign Affairs provides travel advice to Irish people planning a trip overseas. This advice reflects a considered assessment of the risks involved for Irish citizens traveling to individual countries. It is based on the best information available to the Department and draws on reports from Irish Diplomatic and Consular Missions abroad and advice issued by other countries including Member States of the European Union.

The Department is responsible for implementing an integrated transport policy, as called for in the Programme for Government. The integrated policy shall be designed as far as possible to overcome existing delays, bottlenecks and congestion and to provide the consumer with greater choice by offering alternative modes of transport. Through the integrated approach the Department will develop and implement policies designed to improve regional balance, and reduce rural isolation and social exclusion.

Specific responsibilities in relation to the national roads and road transport include; delivering on the national roads programme as part of the national development plan, implementing the Governments roads safety strategy and related policies for vehicle standards regulation, road haulage licencing, driver licensing and driver testing.

Aviation Regulation and International Relations Division: Its purpose is to develop economic policies for the Irish aviation sector that maximises its contribution to the economy, in addition to developing aviation sector safety and environment policies that care for people and the environment.

Aviation Security Division: The Division is also responsible for the development and implementation of national policy on civil aviation security. The department outsources air cargo security to Crime Management Group (CMG) a management consulting group that specialises in helping organisations and individuals deal with risks that emanate from organised criminal and terrorist activity under the Air Cargo Security Programme ASCP

Road Haulage Division: This division oversees the implementation of the recommendations of the Strategy for the Succesful Development of the Irish Road Haulage Industry and the Programme of Action for the Industry in partnership through a Steering Group representing the key interests in the sector.

Public Transport (Bus Licensing and Railway Safety) Division: Development and maintenance of a robust regulatory framework for railway and cable safety.
